Wow that's awesome! So I have a few questions that I can't seem to find answers to no matter how a phrase my google search. So first I don't understand the game licensing. Does each game have it's own licensing agreement I have to look into, in order to legally have them on my PCs and charge people and hourly rate to use my PCs? How do I go about getting these licences and how much do they typically cost? (I seen somewhere that the Blizzard license cost $10, 000?

There won't be any real game licensing fee. Steam used to offer like 400 games for $90 per year per seat. This no longer exists. Now they urge everyone to use their own accounts. For games that require their own accounts the customer needs the account! As long as you aren't pirating games, or opening a chain with 12-15 stores the big companies don't care.

Since you will be running a Site License Server to share your pool of commercial licenses, you do not need a Steam account for each PC.
